WHO WE ARE
The Weatherstone Unit Ownership Association, Inc. is a 52-unit condominium community in Chapel Hill, NC. The community consists of two- and three-bedroom townhouse-style residences. The neighborhood is near I-40 and within easy walking distance of multiple grocery stores, shopping centers, restaurants and movie theaters. Public transit provides easy access to UNC-Chapel Hill, UNC Hospitals, downtown Chapel Hill, and Carrboro. Part of the Chapel Hill-Carrboro City Schools, the community is zoned for Estes Hill Elementary, Smith Middle School, and East Chapel Hill High.

Everything You Need to Know
Weatherstone is a condominium community. In broad terms, homeowners own the inside of their individual units and a proportionate share of the exteriors and common areas. A five-member board of directors elected annually by the homeowners is responsible for maintaining common elements as detailed in the community's governing documents. To fund that maintenance, homeowners pay regular assessments. Owners also agree to follow duly adopted community rules.

ABOUT US
Every unit in Weatherstone belongs to the Weatherstone Unit Ownership Association, Inc., which is responsible for maintaining the community's common elements. To that end, the Association retains Onyx Management & Consulting, LLC to oversee the property's day-to-day operations. Biography information for Board Nominees:
Roger Lundblad:
I have been an owner at 102 Weatherstone, Unit C since 1989 and full-time resident from 1989-1990 and 2002-present. During 1990-2001, my daughters resided here. I am a former professor at UNC-CH and presently an Adjunct Professor of Pathology. I also worked for Baxter Healthcare as director of Science and Technology Development. I managed million dollar budgets at both UNC and Baxter. At UNC I was also Assistant Director for Administration at the Dental Research Center and Assistant Director for Program Development at the Center for Thrombosis and Hemostasis.; I have experience in facility management, personnel management, and health and safety in addition to my work in technology. I have also served on the Weatherstone Board some years ago. I should add that I also served on the Transportation Board for the City of Chapel Hill so I understand town government.
Weatherstone has never been in better shape from the hard efforts of the past several years.
It would be most unfortunate if there is disruption of this progress. Continuity of management is critical. Members of the current board who are again willing to serve should be supported.
John Quinterno: John Quinterno is the founder and principal of South by North Strategies, Ltd., a research consultancy specializing in economic and social policy. He is the author of the book Running the Numbers: A Practical Guide to Regional Economic and Social Analysis. Over the course of his career, Quinterno has led applied research projects into matters of labor economics, workforce development, regional policy, social insurance, and postsecondary education. Quinterno also is a visiting professor of the practice at Duke University’s Sanford School of Public Policy, where he teaches courses in regional analysis and data communication in the master of public policy program. He is a graduate of the University of Notre Dame and UNC-Chapel Hill. Quinterno has served on the Weatherstone UOA board of directors since 2017. During his tenure on the board, especially during his three terms as chair, he has worked with the board members and property manager to achieve the following results for the community: - Enhanced day-to-day property management by retaining Onyx Management, which provides more responsive, more affordable, more hands-on services than prior management. - Eliminated a structural budget deficit, which prevented the association from saving the funds needed to improve operations and undertake needed capital projects. - Developed a comprehensive capital improvement plan that has employed a mix of budget reductions, assessment changes, & savings to create a now self-sustaining capital investment account without the need for any special assessments. - Steered multiple major capital improvements, all of which came in at or under budget: o Repaved all parking areas & sealed Weatherstone Dr. (year: 2021, budget~$125,000) o Replaced the roofs on all 52 units (year: 2020, budget ~$100,000 o Repaired and refurbished all decks (year: 2019, budget ~$20,000); also, due to financial improvements, the association has maintained the decks out of common funds despite their being an individual owner responsibility. o Upgraded drainage by buildings 102, 103, 104 105, 107, & 109 (year: 2018, budget ~$20,000) - Established regular preventative maintenance (e.g., gutter cleanings, tree work). - Improved financial controls to improve financial decision-making (e.g., Truist HOA Services, financial review, clearer budget processes, consistent payment policies). - Implemented clearer governance processes to ensure that decisions are made on behalf of all owners in ways consistent with the association’s governing documents and NC laws. These efforts have enhanced day-to-day community livability and have contributed to higher home values, based on recent sales. Today, the current monthly dues structure is sufficient to fund remaining needed capital improvements like siding, gutter replacements, and additional drainage improvements without near-term increases or any type of special assessments.

Rachel Schuele: I have been a resident of Weatherstone since 2003. I live at 102 Weatherstone Unit D with my husband Lowell and daughter Michelle. I am a native of Cleveland, Ohio and we lived in Texas before moving to Chapel Hill. I have been a member of the Weatherstone Board for the past several years. I have taken a particular interest in the maintenance of the community. During my tenure on the board, we corrected the drainage problems, stabilized the finances, and accomplished the replacement of roofs and paving which had been delayed for many years. I was also active in establishing the community garden. I am an active parishioner at Saint Benedicts (the church next to Weatherstone) and have been responsible for Weatherstone being able to use their facilities for meetings. I also been working toward establishing a neighborhood watch program.

Tracey Lemming: I have served on the Board of Directors in recent years and am willing to serve again. My background is accounting and I believe this can greatly benefit the Association as we move forward.
